Flour to China - according to the rules
From June 3, 2025, new rules for the import of rye and wheat flour from Russia come into force in China. They are set out in Declarations 112 and 113 of the General Administration of Customs of China (GACC) This applies to all Russian producers planning to export flour to China.
We will discuss the key requirements and steps that exporters need to take into account.
Who has the right to export flour to China?
Only officially registered businesses
- Companies must pass through inspection.
- Get GACC registration number (General Administration of Customs of China).
- No registration. The party will not be accepted at the border.Even if it actually meets all the standards.
Example: An enterprise in the Tula region that produces rye flour must first pass the Rosselkhoznadzor check. Once approved, the data is sent to the GACC, where the company receives a unique number. Only then is export allowed.
What types of flour can be supplied?

Requirements for raw materials: phytosanitary control
The grain (wheat or rye) from which flour is produced must come from phytosanitary clean zones be free from the following harmful organisms:
For both cultures:
- Tilletia controversa (hardspore rye bets)
For wheat only:
- Oculimacula yallundae (spike fusarosis)
Just for the rye:
- Ptinustectus Boieldieu (Australian weevil)
Safety of products
At all stages of production and storage of flour should:
- conform hygienic and sanitary standards of Russia and China;
- keep out pathogens, mold, toxins, heavy metals and other harmful impurities;
- exist free from contamination.
If the flour was stored in a warehouse in conditions that allowed contact with raw earth, dust or pest infestation - the whole lot will be rejectedregardless of the level of readiness.
Packaging requirements
The flour must be supplied in:
- new. pure and dry packaging (bags, liner bags, paper or fabric),
- on mandatory markingwhich is indicated bagged or tagged.
Mandatory elements of marking:
- Inscription: The product is intended for export to the People’s Republic of China.;
- Name of products;
- Country of origin;
- Name of manufacturer/processor;
- Registration Number in China (GACC);
- Exporter's address.
Transport and preparation of transport
Before sending flour:
- Trucks, trucks and containers must pass through sanitation.
- Prohibited:
- land
- weed,
- foreign grain,
- bugs,
- dust and dirt.
Transport will be checked for compliance with these conditions.
Documents accompanying exports
Mandatory: Phytosanitary certificate
Certificate issued Rosselkhoznadzor and includes:
- Name of manufacturer and/or processor;
- Company registration number in GACC (China);
- Special wording confirming: compliance with the provisions of the Protocol between Russia and China of May 8, 2025.

New requirements of China to import flour from Russia open New export opportunitiesbut also impose rigidity. Only enterprises capable of providing full phytosanitary and documentary control will be able to enter the Chinese market in a stable and safe manner.
