VZTK - temporary zone of customs control
What's a BTK?
Temporary Customs Control Area (TCC) This is a specially allocated and equipped territory intended for temporary storage, inspection, inspection, sorting and processing of goods under customs control. Such a zone is created for a limited time and for a specific foreign economic operation.
VZTK is regulated by the Customs Code of the EAEU and the current legislation of the Russian Federation, in particular, Federal Law No. 289-FZ of 03.08. 2018 "On Customs Regulation."
Objectives of the FTZ
- Conducting customs operations outside of permanent SVC or TLT;
- Reduction of logistics costs of the participant of foreign economic activity;
- Acceleration of the flow of goods with high volumes of supplies;
- Operational customs clearance on the ground (for example, on a construction site or in a port);
- Ability to dismantle, inspect and repackage goods in close proximity to the place of use.
Conditions for the establishment of the FTZ
The creation of a BZTK is possible if the following conditions are met:
- Availability of the application and justification on the part of the participant of the FEA;
- Authorization of the customs authority organization of the zone;
- Equipment and security territory (fencing, security, marking of borders, lighting, etc.);
- Time limits established zone (no more than 2 months, prolongation is possible);
- Compliance with storage and access Products that are under control.
What can I do at BTK?
The time zone allows:
- Unloading / loading the goods;
- carry out primary control and reconciliation;
- Conduct a customs inspection or inspection;
- Repackaging, labeling, forming commodity lots;
- Store goods until the completion of registration procedures (no more than the prescribed period).
Where can I set up a BTK?
- On the territory of the consignee;
- Near the border crossing point;
- On an industrial site;
- On the construction site (when importing equipment);
- on the territory of the carrier or temporary terminal.
Documents for processing
- Application to the customs authority;
- Transport and shipping documents;
- Confirmation of the right to the territory of VZTK (lease, property);
- Zone plan (with indication of fences, entrances, security, etc.);

BRTK and labelling of goods
If the goods are subject to mandatory labeling (for example, clothing, shoes, tobacco), then in the VZTK you can:
- marking before the release of the goods;
- repackage;
- conduct a control sampling.
Example of practice
The company imports equipment to start the line at the enterprise. Unloading of equipment is not possible on SVC (size, complexity of logistics). VZTK is organized on the territory of the company's warehouse equipped for requirements. The customs inspector goes to the place, inspection and registration are carried out. The equipment is installed immediately without double transportation.
