Certification of goods when importing into Russia
In today’s reality, the turnover of goods imported into Russia from other countries has increased to a gigantic scale. The People’s Republic of China remains the largest partner. Import procedures and schemes are diverse, involving various participants – from simple assistants to government agencies, such as the Federal Customs Service (FCS) and border services.
For entrepreneurs, the process of product registration can seem complicated due to the many requirements associated with logistics, customs clearance, certification and labeling “Honest Mark”. One of the key stages is certification.
What is certification?
Certification This is the process of checking products for compliance with the declared characteristics or their refutation. Products imported into Russia must meet the requirements of technical regulations.
Example: If you take any product, for example, hand cream, on its packaging you can find the number of technical regulations (TR CU), according to which it was tested in the laboratory, as well as the validity of the document. This process protects consumers from the use of counterfeit and potentially unsafe products.
Legislative regulation of certification

Federal Law No. 184-FZ of December 27, 2002 "On Technical Regulation"In order to import and release goods for free circulation on the territory of Russia and the countries of the Customs Union, it is necessary to conduct a mandatory procedure for confirming conformity. This is done by participants of foreign economic activity (importers), less often - manufacturers of products.
The most common documents issued upon importation are: declaration and certificate.
Difference between Declaration of Conformity and Certificate of Conformity
- Declaration of conformity It is only made mandatory. If the products are not included in the "Single list of goods subject to mandatory declaration", it is impossible to issue a declaration.
- Declaration of conformity It doesn't have an established form. It is drawn up on a sheet of A4 format, certified by the seal of the applicant organization and certification body (if the declaration is made according to the technical regulations of the Customs Union, then only by the applicant).
- Responsibility for data in the declaration of conformity carried by the applicant organization.
- Responsibility for information in the certificate of conformity The certification body that issued it.
Procedure for conducting the certification procedure
Product certification includes several stages:
- Application Certification.
- Adoption of decision on request, selection of the certification scheme.
- Sample selection and identification, their trials.
- Estimation of production (if required by the certification scheme).
- Analysis of resultsmaking a decision on issuing or refusing to issue a certificate of conformity.
- Issuance of a certificate of conformity.
- Inspection control Certified products (if provided by the certification scheme).
- Corrective measures in case of violation of product compliance with the established requirements or incorrect application of the conformity mark.
- Information on certification results.
