New grain storage standards are the industry’s transition to a modern level of quality and safety management

  • Orders of the Ministry of Agriculture of the Russian Federation No. 306 and No. 327regulating the operation of elevators and warehouse operators.

The main goals of the innovations are to combat crop losses, improve traceability and prevent contamination of products during storage.

Key changes:

Who will be affected by the new rules

Who will conduct the inspections

Control is distributed among several departments:

  • Rosselkhoznadzor - the main supervisory authority responsible for phytosanitary condition and grain safety;
  • Rospotrebnadzor - checks sanitary standards, the presence of insect pests, the condition of containers and equipment;
  • Rostekhnadzor - controls the technical safety and operation of equipment (ventilation, silos, sensors);
  • Russian Ministry of Agriculture - oversees the introduction of digital journals and FGIS "Grain".

New technological requirements

1. Monitoring systems

Installation is now mandatory:

  • temperature sensors at different levels of the mound,
  • air and grain humidity control devices,
  • alarm systems when the parameters are rejected.

All data should be stored electronically and provided at the request of the auditors.

2. Ventilation and disinfection

Insect treatment is now being carried out at least 2 times a year with a log entry.

3. Party registration

Each batch of grain should have a unique digital identity with indication of origin, date of admission, quality parameters and current condition.

Fines and sanctions

Violations of the new rules are now severely punished:

  • up to 200,000 rubles - for the absence of control logs and late updating of data;
  • up to 300,000 rubles for non-compliance with sanitary standards and lack of processing of premises;
  • suspension - with the threat of contamination or damage to grain;
  • revocation of export licence in case of repeated violations or concealment of data on the state of the parties.

How to prepare elevators and warehouses

  1. Audit the equipment

Check serviceability of sensors, condition of ventilation, tightness of silos and roofs.

  1. Set up electronic accounting

Connect the system to the FGIS "Grain" and organize automatic data transfer.

  1. Perform sanitary treatment

Conclude a contract with a certified disservice and draw up acts of work performed.

  1. Training staff.

Employees should be able to work with digital accounting systems and know the new storage standards.

  1. Prepare the documentation.

Keep all reports, logs, and records – inspectors often check the paperwork.

Market and export impact

Experts say the new rules will lead to consolidation.
Small elevators, not ready to invest in modernization, will look for partners or unite.

But the quality of grain during storage will improve, which is especially important for export supplies to China, Turkey and the Middle East.
The availability of transparent accounting and sanitary certificates will simplify the procedure of phytosanitary control during export.
